The Rachel Librecht Family Foundation is a charitable organization operating in Pennsylvania. We award scholarships to graduating Special Education Students at the Seneca Valley School District.

2023 Scholarship Winners:

Annabelle Neuschwander and Lilly Randolph


2023 winner It has been 20 years this past February since we lost Rachel and we are still keeping her love of education alive. With “YOUR” help and support we have continued to award scholarships to graduating Special Education students at Seneca Valley High School, where Rachel was a Special Education teacher. The Review Committee met in April and interview the applicants. We want to thank our Review Committee, Dr. Matthew McKinley, Assistant Superintendent, Catherine Smolter, Learning Support Teacher Special Education, Joanne Meredith, the former Director of Special Education and Derek Librecht, Family Member for taking the time and assisting with the interviewing process. We are very excited to inform you that this year we have awarded two scholarships. In May of 2023, we awarded scholarships to Annabelle Neuschwander and Lilly Randolph. Both of these seniors are hard-working and self-motivated. They have accomplished so much throughout their high school years and we are confident that their college years will help them to become successful adults. Rachel would be very proud of both of you for “Following Your Dreams.”


2023 winnerIn May of 2023, we awarded a scholarship to Annabelle Neuschwander, a graduating Special Education student at Seneca Valley High School. Annabelle is the daughter of Darren and Nicole Neuschwander, Cranberry Twp. Annabelle is planning on attending Penn State University to major in Special Education PreK-12. Annabelle has grown as a student, leader, companion, and supporter of special needs students. She is a member of the National Honor Society and has been extremely active in Peer Mentoring/Best Buddies. Annabelle is a member of the SV Pom Pom squad and the competitive dance team at Star-Styled Dance Center. She has been dancing for fifteen years. She has been nominated for student of the month on multiple occasions and won the Karen McClain Kindness Award. Annabelle said, “I chose to never let the odds stop me in life and it taught me that anything is attainable with hard work.” “Difficulties in life are inevitable but do not have to be long lasting, I choose the challenges as that which makes me stronger.” Her family, teachers, and mentors are very proud of her. We wish Annabelle all the best at Penn State University and with her future career.


2023 winnerIn May of 2023, we awarded a scholarship to Lilly Randolph, a graduating Special Education student at Seneca Valley High School. Lilly is the daughter of Ronnie Stringer, Cranberry Twp. Lilly is planning on attending Slippery Rock University to major in Biology to become a fish and wildlife biologist. Lilly has grown and excelled in the classroom and outside the classroom with work and activities. Lilly works part-time at Hot Dog Shoppe. Lilly plays girls travel ice hockey and is on the PIHL ice hockey league with having been player of the game multiple times. She is an avid fisherman and has aquariums both at home and in school. Lilly volunteers helping elderly neighbors with yard work, carrying large purchases, filling bird feeders, walking dogs and whatever their other needs are. Lilly said, “It make me so happy to put smiles on other people’s faces.” Also, “Look at where and who I am now! I could not have gotten here without hard work and the amazing support of my mom and my teachers.” Her family, teachers, and mentors are very proud of her. We wish Lilly all the best at Slippery Rock University and with her future career.
